Garment Export Potential of Readymade Garments
Abstract
The textile and garment industries are extremely important in India, particularly in terms of value added, foreign exchange earnings, and employment. With the impending removal of quotas in 2004, as mandated by the World Trade Organization's Textile and Clothing Agreement, the focus has clearly shifted to the future of Indian textile and clothing exports. This study attempts to assess the export competitiveness of Indian textile and garment exports in order to assess the competitive sinews in preparation for quota-free trade after 2004. The study looked at India's competitive performance in the US and EU markets for MFA (ATC) product categories that are important in the Indian export basket and discovered that Indian exports to the EU and US are generally export-competitive.

Introduction
It has also identified the changing landscape in the international trading environment, which is expected to have a significant impact on global textile and clothing trade. The study identified areas that require government policy intervention to improve the industry's competitiveness. The study concludes that, while there is little doubt about the immense potential of the Indian industry, particularly the garment sector, several policy reforms are urgently required to unlock this latent capability. Furthermore, given the evolving nature of the global trading environment, market access appears to be an increasingly important aspect of translating competitiveness into export performance.

Conclusion
India has a lot of potential because it is the only country in the world that is self-sufficient and complete in the cotton value chain. This significant advantage, however, has been squandered due to the government's fragmented and myopic vision, which has resulted in policies that contradict market signals. In a significant way, the current industry structure is a tribute to the Indian textile and clothing sectors, which have managed to perform despite throttling policy constraints. Given the global developments in the retail sector, which are being driven by emancipated consumers, and with the knowledge that the protection afforded to the Indian textile market by quotas will soon expire, it is critical for the Indian textile and clothing sectors to reform quickly.
