Introduction

The Electronic Clearance Service (ECS) programmer offers an alternate way for Banks/Companies/Corporations/Government Departments to conduct bulk payment operations such as periodic (monthly/ quarterly/ half-annual/ yearly) payments of interest/ salary/ pension/ commission/ dividend/ refund. Transactions under this system are transferred from a single User source (i.e. Banks/Companies/Corporations/Government Departments) to a large number of Destination Account Holders (Customers/Investors). This system eliminates the necessity for issuing and managing paper instruments, allowing banks and companies/corporations/government departments to provide better customer service.

  1. User - Refers to utility companies, insurance firms, government agencies, or any other institution receiving / collecting payments from a significant number of consumers / subscribers under the system (collection service providers).
  2. Sponsor Bank - A bank that has agreed to act as the User's agent and will submit data on electronic media or on the network containing debit instructions prepared by the User to the National Clearing Cell (NCC) / NPCI / Clearing House (CH) / Clearing Agency (CA) along with an undertaking / mandate to the effect that the concern's standing instruction mandates are met. The mandate also authorizes the RBI/Clearing Agency to debit the sponsor bank's current account with them in the amount of undebited refunds.
  3. Reserve Bank of India (RBI) - The Reserve Bank of India created under the Reserve Bank of India Act, 1934. (2 of 1934).
  4. National Clearing Cell (NCC) / Clearing House (CH) / Clearing Agency (CA)- Is the functional unit of the local Bankers' Clearing House or such other agency to be created / authorized by RBI that shall process the debit instructions received in data file from the Sponsor Bank and generate relevant ECS Debit Clearing settlement reports for debit / credit of the current accounts maintained a The RBI's institutional structures are definitive.
